Odd 9mm case

I was up shooting at the PMAA range today and I saw some strange cases laying out on the range. Does anyone know what they are? The stamp says "9mm IVI 10." I was guessing they are blanks but why would you shoot blanks at a range? THere were a lot of them there.

I know that IVI is Industries Valcartier, Inc., Canada, but not sure on the additional piece.

Just an idea...teargas, smoke, and chalk marking grenades using an M203 are launched with a blank 38 Special case. Perhaps this is a variant?

They are paint-filled projectiles. They are called Simunitions.

I've seen the latter two, but never with the white part before. Nice to know.

It's not just a "lipstick" round, but an action-cycling version.

The white plastic piece acts as a piston, to cycle the action in weapons that have a low-power recoil spring or conversion kit installed.

Thanks for the answer. After I posted this I thought about simuntions but I couldn't figure out why they would have them at a regular firing range. If I recall correctly they are way more expensive than regular ammo and the range is just a big open field so why would the police do simunition training up there?

I asked the RO that, and he smiled, and said "They can run around and shoot at each other with them."
